Contract Description: Part C & D User Calls
The purpose of this contract is to conduct conference calls for plans offering either a stand-alone Prescription Drug Plan (PDPs) or a Medicare Advantage plan (MA or MA-PD).
The purpose of user group conference calls is to provide callers with ready access to CMS staff for the purpose of administrating both the Part C & D benefit programs. Both general phone calls and topic specific phone calls (e.g., reporting requirements) shall be required.

Contract Description: Substance Abuse and Mental Health Services Administration IDIQ
MSCG is a subcontractor to Substance Abuse and Mental Health Services Administration to provide support for pilot and evaluation projects, statistical projects and analytical projects in support of SAMHSA’s agency wide IDIQ.

Contract Description: Technical Assistance to Enhance Program Management of Primary Care Activities Supported by the Bureau of Primary Health Care
Provided on-site technical assistance to over 700 community-based organizations such as Community and Migrant Health Centers, Health Care for the Homeless Programs, Healthy Schools, Health Communities programs, Public Housing Primary Care Programs, Primary Care Associations and Healthy Communities Access Program grantees. The goal of the technical assistance is to improve organizational effectiveness and enhance the delivery of primary care services. Primary contract activities include: maintaining a roster of over 800 consultants who are experts in community-based primary care, developing training programs for consultant reviewers on various site review protocols, monitoring the consultant evaluation process, and providing logistical and financial oversight for the technical assistance visits.

Contract Description: National Health Service Corps Technical Assistance Management Support
MSCG provides contract management support and technical assistance to the National Health Service Corps staff, providers and sites. Technical assistance is designed to assist the sites in enhancing their operational management activities to improve the delivery of health care services to medically underserved populations. Activities include maintaining a roster of approximately 65 consultant experts, developing technical assistance protocols, developing consultant training programs, monitoring the technical assistance process and providing logistical and financial oversight for the technical assistance visits.

Contract Description: Organizational Study/Management Review
Conducted a study to develop findings and recommendations that would ensure the effective organization and staffing of OMH program operations in fulfilling the overall objectives of Office of Minority Health. Interviewed staff stationed at all ten Field Offices as well as Central Office staff.

Management review of Tuskegee study survivor’s health benefit program. Prepared report for the Congress on the true cost of maintaining this program for the survivors of this study.

Designed review protocol and conducted onsite Recipient Capability Assessments of prospective CDC grantees and conducted some 40 such assessments of prospective “REACH” and HIV Outreach grantees.

Conducted diversity survey for the Center for Environmental Health. The purpose of the survey was to assess current programmatic efforts sponsored by CDC to increase the number of minorities interested in the field of environmental health and to make recommendations for improvement.

Provided onsite infrastructure support for an eclectic array of the Agency on Aging’s administrative management activities, including management reviews, budget and accounting development and operations. Conducted interviews of staff regarding implementation of Agency strategic plan.

Contract Description: Short Term Executive Management
Responsible for managing all Area Health Education Center functions and activities. Activities included, managing service learning contract with George Washington University, overseeing contract review and award to community clinics for service learning support, establishing relationships with community clinic physicians and university student placement officers and maintaining communications with Center and Program Advisory Boards.

Contract Description: Medical Homes Performance Reviews
Responsible for updating the Medical Homes Performance Standards Review survey tool and subsequently assessing the operational status of selected DC health centers. A major component of the tool included organizational compliance with and readiness to pursue FQHC Look-alike status or Section 330 funding. Fourteen health centers were selected to field test the instrument and provide findings. Based on the findings preliminary conclusions were identified in areas where training and other forms of technical assistance may have been needed most. Site visits were conducted by two-person teams of experienced surveyors accompanied by the DCPCA Clinical Coordinator.

Contract Description: Black Lung Clinics Technical Assistance
MSCG provides technical and consultative assistance to the Black Lung Clinics Program. The technical assistance is intended to enhance overall program management and effectiveness supported by the Office of Rural Health Policy. MSCG staff and consultants l assist the Office of Rural Health Policy in meeting the mandates of its functional responsibilities and achieving the goal of maintaining and strengthening the capacity of grantee organizations.
